I think it was CatKnight that wanted something like this. It basically shuts down what you were doing and loads something else.

download watchcat from tucows, its released under gpl and REALLY GOOD. it has a rules box, and you can get really advanced like hiding a window if its been open 5 minutes as long as it has a certain substring in its title etc.
