that's actually pretty smart...
this guy just makes up stuff that seems plausible, and when someone actually figures a method to make it work, they have to pay him for stealing his idea because he already has a patent on it...

However, there's a concept called 'Reducing to Practice' in which you get a bunch of credit because you made a zany idea actually work and perform the functions.

I hate patents. They piss me off at work on a daily basis. The fucking patent offices are too busy and understaffed that they put anything through, and figure that any disputes will be settled in court. Then, the juries make the assumption that the patent clerks know what they're doing, and there's a presumption toward the holder of the patent, even in cases of prior art or other shit.

And the 'Doctrine of Equivalence' can kiss my ass.

oh yeah and also, esp. for those nuclear ones, you can't make a patent without blueprints. you can't just say "I want a patent for an "Apparatus for creating electricty from thermonuclear reactions" " and they say "here you go". you have to have the actual blueprints, wether it works or not. and if you tried to get a patent on blueprints that you didn't write then you'd go to jail for theft or something.
