In our building, we often (16 hours a day) have horrible bandwidth problems. The reason is mainly due to idiots who run kazaa and upload/download at rediculous speeds, using maybe half of the entire building's bandwidth individually. We just had a meeting with an OTC representitave on what to do about the situation. I reccomended that we limit everyone's bandwidth to 256/256 or 512/512, which is more then enough speed for anyone. Then this one bitch was complaining about how her class requires her to need several megabits of bandwidth to do her homework. I was like WTF stop being a selfish bitch! Bah! I just hope they fix the situation soon. When I play counter strike, my ping is often over 450 with 10\% packet loss due to idiots like her hogging bandwidth. A lot of people can't even get their email. It's fucked up.

I think the more humane thing to do would be to set 1/2 the bandwidth aside for your CS playing, 1/4 aside for all other stuff of yours, and the rest for the remainder of the campus.

I can't even think of any class that would require a student to send so much information for their homework on a reqular basis that they would need to take up half the building's bandwidth. Classes like that have special workstations (i.e., video and computer graphics) where the students would do their work, and they would provide zip disks or such so students could do their work at home if they want to. That girl just doesn't realize that even if it is at 256/256 or 512/512 it will only take her a minute or two to transfer a few megs.

We are currently having a problem on my campus as well. Basicaly, we have so many people on our network that we are trying to use more than double our bandwidth. They solved that problem (somewhat) by putting in a packet shaper. Now, the web packets (HTTP and such) are given the highest priority, and then whatever is bandwidth is left is divided up among the Morpheus, Napster, CS, etc packets. Tell your tech people to try something like that.

we solved that problem at work by banning Hotline etc. outright. Then we set up the routers to block any traffic on the default ports of those programs and send an alert to the network staff if someone tried to use 'em.

That solved the problem almost immediately. And we didn't have to install a cruel packet raper or otherwise limit the bandwidth of the 99\% of network users who were reasonable.

My campus has some bandwidth problems too. We currently give top priority to HTTP, Instant Messenger, IMAP email, and maybe one or two other things. Any other traffic shares whatever bandwidth is left over.

Downloading over HTTP, I can get speeds of around 150 k/s, but Morpheus rarely goes over 2 k/s. Counterstrike works ok though, ping is usually <100 and packet loss about 20\%.
