It's a programmable chip, basically. You write code and then burn it to the stamp, which then uses that code to do what you want.
For example, the BASIC Stamp was used to gather GPS and magnetic telemetry, filtering through the "bad" lines of GPS data and managing it with the magnetics. Try goggling for ATB southwest research institute charles connor and you might get some info about that particular project.
