Less forums. I think that may be a secret to Detnet's success since cr0's wishes very infrequently influence discussion... ie, categorizing by forum.
Build a frontpage that has news. Post often about interesting things. Give people a reason to visit often.
You should have good links to resources, like www.azarms.com/news.htm or steal news from such sites. The gun-nuts have all the greatest tidbits.
