If the government has no knowledge of aliens, then why does Title 14, Section 1211 of the Code of Federal
Regulations, implemented on July 16, 1969, make it illegal for U.S. citizens to have any contact with
extraterrestrials or their vehicles?

i think that the word "extraterrestrials" means people from areas that are not part of the U.S. like Aliens refers to nationals from other Countries.

how are they gonna figure out if you've had contact w/ ?
when they :
pick up your body pieces scattered across a field?
analyze a pile of ash and try to match your DNA?
wonder why the hell you're inside out and upside down?
palpate your bunghole to feel for excessive probing?
see you humping sheep and enjoying it?
see you glow in the dark/emit mysterious light in weird patterns?
see that you have a tentacle in place of your dingdong?
