I go away for a week to a conference, come back, and my $600 tv (27" JVC AV27850, ~5 yrs. old) is all fux0red. When I turn it on, the bottom half is covered w/black lines. After being on for a bit, the lines recede to about the bottom 1/5 of the screen, but no further. Any ideas? Also, could a power surge have caused this?

Could have been a surge but your tube is fecked anyway, take it to the friendly neighbourhood repair man, empty your pocket and then go get more money cause they are robbers.I am surprised that a JVC would do this, I have only ever seen it on really cheap branded tvs.
That happened to my 28" widescreen Panasonic but luickily there was a problem with the batch so I got a replacement and a free dvd player
