I'm looking for a piece of (free) software that would allow me to limit bandwith to certain ports and/or programs on my computer, IE. allocate 20k/s to IE, 30k/s to IRC, and 30k/s to FTP transfers, etc. If anyone knows of anything like that, let me know.

I don't think anything like that exists for windows. FreeBSD's dummynet comes close, but even then I'm not sure it can be port-specific.

Microsoft makes something like that... ISA. However, good luck with configuration. It takes all my l33t skills to set up an open bidirectional server just so I can surf to begin with. Then again, my skills don't lie in the network admin rhelm.

Though no longer in developement, < LeechFTP > can download FTP or HTTP files and is a full-featured FTP client. It allows you to set download rate limits on individual files or on its overall bandwidth use.
