Seen it before, but when I clicked okay, and refreshed, it didn't repeat. Never seen it since then.

when it happens on my system it wont make any more connections streaming stuff like a multiplayer game will get super laggy but still stay conected.

Any chance that the memory was actually low? I've seen that error, but only on a 486/25 with 4mb of ram trying to run Netscape on Win 3.1...

The key word in that error message is "Netscape."

Seriously. Netscape = AOL product. I hate it. Its CSS implementation sucks total ass and every web page I make takes an extra hour to make sure Netscape will display it properly.

I have no problems with IE or Opera. Use one of those and all will be well.

Happens to me occasionally in 2K. Requires a reboot to fix.

Try closing any/all of the following apps you have running at the time to see if this alleviates the error:

-winamp
-cuteftp
-other browsers
-other IE windows
-other apps that use the net
-"preferences" windows or "open/save" dialogs in other apps

I have noticed that win2k does this to me too, its highly annoying. IE will refuse to load pages if winamp is playing, or alternatively my mp3 will start skipping when I use IE. Crazy weird shit. I hate win2k.

it only happens in 98 and not just if i have netscape running, it will happen if i have ie on or if im streaming from winamp, or if im playing multiplayer games for a really really long time. its like a time bomb

and i have dual boot and it never happens in 2k

Seriously though, if you don't get the error in Win 2k why not just use that? I see no reason to use 98, unless of course you dig the constant crashes that seem to come with it ;)
