Isn't there some sort of rule of thumb that human reflex time from senses to motory action is somewhere around .11 seconds (I don't remember the exact time)? In the olympics, they'll call false start if a runner is sensed as leaving the starting blocks before that reflex time is up. So, I dispute your .05 seconds! You're a bad man!!!1

I believe everything below 10ms, has nothing to do with reflexes. It's pure timing and luck. And if you look at the proof on that 0.0 ms you'll see that it haven't even changed colors yet. And how the hell can someones reflexes be so predictive?

funnily enough almost all implementations of sleep() never have a greater resolution than 30ms.

Not to mention, the whole thing depends on how the thing is programmed. NT has been known to see latencies on the order of 55ms, and that's just running native code (assuming this app is java). 95/98/Me is not better than that, I guarantee. If you do a Sleep(1) in C++, expect to see your code come back around 50ms later.
So, the order of the color change, the button redraw, the random number timer going off, the timer starting, the mouse click event being handled, the timer stop, etc. all contributes to this 'magic number' that is your reflexes. I put no stock into this, as the theoretical best score you could get without anticipation clicking is around .05 seconds.
