Sounds like a soft remix of Power Pill Pac-Man, which I think is by Aphex Twin. . .go find it, it's way better.

there are 2 albums, game over vol 1 and 2 both are hiphop albums featuring all beats made from video game samples, the soul caliber beat is fucking dopeeeee, its on vol 1 and so is the mike tyson punch out beat which isnt that good but just worth mentioning, i havent heard vol 2 yet, but i know somebody that did a beat for it
and this ill underground group who i dont know the name were the first to rock the pacman sample it was called pac men and put out independtly on 12" but then like a year and half later some no limit fag did the same thing just thuged the beat out more..yeah u dont care, but i do
