I said it before, I'll say it again. The running code isn't 64k. It expands itself in memory when it starts. C64 demo-makers have done this for years to keep the filesize down when space is at a premium.

I used to be big on the demo scene. Ive got a shitload more if anyone wants em. You wouldnt believe what people can do with 4k.
