I think editor should have a 9 member council of detvets that way there can never be a tie on a vote, editor would of course preside over the council and direct it but we couldn’t vote unless it was absolutely necessary, and he should have veto power also.

Democracies do't work in small groups; I see this all the time when photographing bands. I try not to work with bands with no leader! I like Ic0n0's idea bestest so far...veto power, wow!
