i think that the word "extraterrestrials" means people from areas that are not part of the U.S. like Aliens refers to nationals from other Countries.

terrestial means earth, extraterrestial means "outside of earth", so that means something not from the planet earth. aliens.

Technicalities, technicalities!!! There was no law per say against contact, merely against violation of quarantine after contact. Since the law is no longer in the Federal Register, the point is academic.However, the fact remains that Section 1211 of Title 14, until 1991 did apply to contact with extraterrestrials or their vehicles or those who came in contact with extraterrestrials or their vehicles, and there is a relatively firm definition of each term used in said law.
