I go away for a week to a conference, come back, and my $600 tv (27" JVC AV27850, ~5 yrs. old) is all fux0red. When I turn it on, the bottom half is covered w/black lines. After being on for a bit, the lines recede to about the bottom 1/5 of the screen, but no further. Any ideas? Also, could a power surge have caused this?

Could have been a surge but your tube is fecked anyway, take it to the friendly neighbourhood repair man, empty your pocket and then go get more money cause they are robbers. I am surprised that a JVC would do this, I have only ever seen it on really cheap branded tvs.
That happened to my 28" widescreen Panasonic but luickily there was a problem with the batch so I got a replacement and a free dvd player
