Alright, I recently formatted my drives, repartitioned, and reinstalled everything. It all went damn well, I think, but I can't get my scroll mouse to work properly in IE. Where's the option that lets you use wheel scroll in inset windows (ie. the message window I'm typing in right now) instead of scrolling the entire page? It used to work which ever my cursor was over but it won't do it anymore and I can't find the damn option.

YEs, I know how it works. It worked fine until I reinstalled and such. However, now it doesn't work (see first post).

It's somewhere in TweakUI. I'm too lazy to look for you.
Something like an activation follows mouse (X-mouse)
That'll do it, but I think it also pops up background windows if you hover over them too.

take a hammer and mouse. hit afforementioned mouse with afforementioned hammer and mash it to peices then do the same for your pc. then go buy a new pc.

XMouse may work (TweakUI) but in general M$ hates people who are above an IQ of 60 so it won't work if XMouse doesn't.

not so. if it's a microsoft mouse, install the latest intellipoint (microsoft's equivalent of mouseware)
