I'm looking for a piece of (free) software that would allow me to limit bandwith to certain ports and/or programs on my computer, IE. allocate 20k/s to IE, 30k/s to IRC, and 30k/s to FTP transfers, etc. If anyone knows of anything like that, let me know.

I don't think anything like that exists for windows. FreeBSD's dummynet comes close, but even then I'm not sure it can be port-specific.

Don't bother with the software, just put down for a Cisco Local Director. They are hella cheap now, only ป,000.

Microsoft makes something like that... ISA. However, good luck with configuration. It takes all my l33t skills to set up an open bidirectional server just so I can surf to begin with. Then again, my skills don't lie in the network admin rhelm.

Though no longer in developement, LeechFTP can download FTP or HTTP files and is a full-featured FTP client. It allows you to set download rate limits on individual files or on its overall bandwidth use.
